Who we are and what we buy

St Edmundsbury Borough Council delivers services to about 103,000 residents and 4,000 businesses in the borough either directly or by employing others to act on its behalf.

To deliver these services we buy goods and services ranging from ballpoint pens to buildings. We spend around £12 million on these goods and services every year and our aim is to ensure that they provide value for money. We are committed to improving our efficiency, and reducing procurement costs. We will do all we can to use a mix of the best suppliers to promote a diverse and competitive local economy. Achieving our aim depends on:
  • quality of products and services;
  • cost of products and services;
  • availability of products and services; and
  • equality, sustainability and health and safety.

Do you need help in understanding public procurement process?

Our procurement principles

We will apply the following key principles when making a buying decision:

  • take account of risk in our buying decisions;
  • expect continuous improvement from our suppliers;
  • develop a mixed economy of supply;
  • use electronic procurement methods to improve efficiency;
  • adopt a socially and environmentally responsible approach;
  • support the local economy;
  • encourage innovation; and
  • ensure competition wherever appropriate.


Performance reviews

The performance and quality of all suppliers to St Edmundsbury Borough Council are reviewed to ensure that contract and operational requirements are being achieved. Depending on the nature of the contract, formal review meetings may be either be pre-scheduled or arranged as required in order to address any issues that parties on either side of the contract may have. Past performance will be used to ascertain a potential supplier’s suitability for future contracts.
