Special planning committee in Haverhill

Haverhill Research Park, Land at Hanchett End, Haverhill Development Control Committee (Special meeting)

Thursday 24 November 2011 at 11am (or at the conclusion of the site inspection, whichever is the later), at The New Croft Community Sports Association Facility, Chalkstone Way, Haverhill.

The four Haverhill Business Park planning applications will be considered by the St Edmundsbury Development Control Committee at a special meeting held in Haverhill.

Development Control Committee meetings are public meetings that anyone can attend. Those wishing to make representations will need to register the day before up to 5pm:

Pre application fee

Amendment to Pre application fee (PDF 41Kb) as of 14 November 2011.

The fees remain the same; for residential and commercial proposals but we have new fees for change of use: which are now based on floor areas and we have clarified that applications seeking to convert buildings to dwellings are charged as per number of units not as change of use. The fee is based on gross floor/site area or gross number of dwellings.

Proposed Research Park at Hanchett End, Haverhill

Four Planning Applications for the development of the Haverhill Research Park at Hanchett End in Haverhill are currently being considered. The site is identified in the local plan for development, Local Plan Policy HAV3. The site has an adopted Master Plan dated April 2011 (PDF 6Mb) . However to facilitate the delivery of the business park the scheme - as submitted - comprises of Four Planning Applications:

  • SE/11/1061 - Planning Application - Ground remodelling, provision of services, infrastructure and new access road together with structural landscaping in connection with proposed development of site for employment and residential purposes.
  • SE/11/1062 - Outline Planning Application - Erection of Research/Business Park (Class B1) development.
  • SE/11/1063 - Outline Planning Application - Erection of Hotel (Class C1), Public House/Restaurant (Class A3/A4) and Crèche (Class D1).
  • SE/11/1064 - Outline Planning Application - Residential development for up to 150 dwellings.

Copies of the full application may be viewed on line or at the receptions at both West Suffolk House in Bury St Edmunds and Lower Down Slade in Haverhill.

Site notices have been displayed in four locations surrounding the site and the applications will be advertised in both the Haverhill Echo and Suffolk Free Press on Thursday the 22 September.

Letters of consultation have been sent to 63 neighbours and 37 interested parties. Representations may be submitted until the latest period of consultation expires, which at present is the 14 October 2011.

All of the applications will be considered together by the Development Control Committee, at this time it is hoped that the applications will be reported to the Committee in November. The details of such will be confirmed and published on this site.

Demolition Change in legislation:

If you intend to demolish a dwelling house, a listed building, a building in a conservation area, a building which is a scheduled monument, or a building that is not a dwelling house or adjoining a dwelling house you must apply to the local planning authority for a determination as to whether they will require prior approval for the method of demolition. This will be in addition to any other consent required for demolition (for example, for heritage properties and Building Regulations). If the building is to be demolished as part of a redevelopment of the site and references is made to it in the planning application for the proposed redevelopment then a separate application for determination will not be required. This change was announced following a recent Court Decision on the 31 March 2011 (PDF 48Kb).

Section 106 Agreements consultation - we are seeking views on new draft guidance on the use of Section 106 Agreements in the planning application process in Suffolk. Closing date for comments is Tuesday 3 May 2011.

Minor changes to Building Control Charges

St Edmundsbury Borough Council announces minor changes to its Building Control Charges Scheme to take effect on 1 February 2011. This only affects work in categories A07 and A08 for renewable energy schemes, septic tank installations and minor domestic alterations with a work value of less than £1000.
