Planning applications are handled by the council’s Development Control section. This page and associated links set out general guidance on the submission and handling of planning and other associated applications. Applications are dealt with as part of the democratic process with full public participation and consultation and are considered by the council in the light of: Planning permission is generally required for the carrying out of any form of development which includes the change of use of land and buildings. Internal and external alterations to Listed Buildings also require consent as in many instances does the display of advertisements and the carrying out of works to trees that are protected by Tree Preservation Orders. Within conservation areas consent is normally required to demolish buildings and the council must be notified before works are carried out to any tree.

Making planning applications
St Edmundsbury introduces new standard planning application forms
From 18 February 2008 St Edmundsbury will be using the new national standard planning application forms - 1APP. The new forms will have a number of advantages for planning applicants and agents:
- The same forms will be used by every local authority avoiding confusion about what is required:
- when you need two planning consents at the same time (for example planning permission and listed building consent), you will only have to complete one form: and
- an improved online forms service will be available, including help to make sure you submit the correct form.
We encourage you to submit applications online to help speed up the process and save on printing costs, however the new 1APP application forms can be downloaded and sent by post to the Planning Department, St Edmundsbury House, Western Way, Bury St Edmunds, Suffolk, IP33 3YS.Copies of the forms will be available online from 18 February 2008, or you can request paper copies of the forms from the Planning Helpdesk 01284 757675.
We will continue to accept applications on our old forms until the date mandated by the government - expected to be 6 April 2008.

Discharging conditions
If a condition on a planning approval requires the submission of materials, a Material sample form (PDF 28Kb) must be completed. In accordance with Regulation 11D of the Town and Country Planning (Fees for Applications and Deemed Applications)(Amendment)(England) Regulations 2008, from 2nd June 2008, the Borough Council will be charging for any request seeking the discharge of conditions which are attached to planning permissions. The fee chargeable will be £85 per request (or £25 where the planning permission is for extending or altering a dwellinghouse or other development within the curtilage of a dwellinghouse). The fee must be paid when the request is made. Any number of conditions may be included on a single request which can either be made in writing with the number of the permission and the condition(s) being clearly identified, or the request can be submitted on the standard 1 APP form. Cheques should be made payable to St Edmundsbury Borough Council.
