Who needs one?

Charitable organisations who are planning to hold a collection of money (or articles for sale or use), or sale of articles (including badges, emblems or publicity materials) should apply to the council for a street collection permit.

When to make an application

Applications for street collections must be made by charitable organisations at least one month before the proposed date of the collection (and not more than one year in advance).

Who the council consult with

The council consults with the Suffolk Constabulary and, if no objections are received, the permit is issued.

When can I hold a collection and how many can I have?

There is no limit on the number of collections that may be held in one year, provided that:
  • not more than one collection is authorised for each day in any location
  • a collection has not been authorised for the day before, or the day after the date of the collection applied for
Permits for the following events may be issued even where the collection falls on the same day as another collection, or on the day immediately before or immediately after another collection:
  • carnival
  • charity nights (more than one charity on one night under one umbrella grouping)
  • Children in Need (always on a Friday)
  • Christmas late night shopping
  • cycle race
  • market days in Haverhill High Street (Fridays and Saturdays)
  • Sunday markets/street fairs
  • the sale of periodical magazines (for example The Big Issue) may be sold without a street collection permit

How much will it cost?

There is no charge for a street collection permit.

What else do I need to do?

After the collection has been held, a return form, signed by an accountant, detailing the amount collected and any expenses incurred, needs to be submitted to the council within one month.
