The Licensing Act 2003 changed the way that businesses including pubs, nightclubs, take-aways and restaurants apply for licences to sell alcohol and late night refreshments as well as providing entertainment facilities. It means that there is now a single system for licensing and St Edmundsbury Borough Council (SEBC) is responsible for dealing with licensing functions for the following activities:

Following the publication of its statement of licensing policy in January 2005, and subsequently in January 2008, the St Edmundsbury Borough Council reviewed its policy throughout 2010. The Licensing and Regulatory Committee resolved at its meeting on 9 November, to undertake a further consultation with respect to the re-adoption of a special area policy for part of Bury St Edmunds. Following the consultation, the council resolved at its meeting on 5 April 2011 to re-adopt the special area policy in respect of part of Bury St Edmunds and the updated policy is valid from 11 April 2011 to 4 January 2014.
