Balancing the bar life in Bury St Edmunds
In 2009 a special area cumulative impact zone was created in the Abbeygate Street area, which made it necessary for any new applications for alcohol licences in that district to prove that they will not cause any additional crime, disorder or nuisance issues. The area extended between Abbeygate Street, Guildhall Street, Westgate Street, Crown Street and Angel Hill, in the historic core of the town.
What does this mean for residents and businesses in the area? The effect of adopting a special area policy of this kind is that where valid objections are received about an application within the defined area, the application is referred to a hearing. If the application is likely to add to the cumulative problems identified (for example, noise and anti-social behaviour) in the area it will normally be refused unless the applicant can demonstrate that their application will not add to the cumulative problems identified in the special policy.
Between December 2010 and February 2011 the council consulted formally on renewing the special area policy for the area described, first adopted on 8 December 2008. On 14 March 2011 the Licensing and Regulatory Committee recommended that the special area policy be re-adopted and it was referred to full council on 5 April 2011. At this meeting the council resolved to re-adopt the special area policy in respect of part of Bury St Edmunds. The updated policy is valid from 11 April 2011 to 4 January 2014.
