Welcome to Overview and Scrutiny at St Edmundsbury Borough Council

What is Overview and Scrutiny?

Under the Local Government Act 2000, councils had to choose from three new models of decision-making process. The most popular choice, chosen by St Edmundsbury, was the ‘leader and cabinet’ model. Under this model, the responsibility for making most of the decisions across the council rests with the eight members of the Cabinet at St Edmundsbury. Some decisions are made by officers under delegated authority, others are made by what are called ‘quasi judicial’ committees (for example the Licensing Committee and Development Control Committee), and others by committees with authority delegated to them from Full Council.

As the majority of decisions are taken by a small minority of members, there needed to be a process to ensure that these decisions were properly taken. This is the scrutiny process.
