Local Development Framework consultation April - June 2010

 

Between 12 April and 10 June 2010 the public were consulted on the following documents:

These documents will form part of the Local Development Framework (LDF), an explanation of the LDF is available. The Local Development Scheme sets out the timetable for the production of the documents in the St Edmundsbury Development Framework.

The Statement of Community Involvement explains how you can be involved and how we will consult you.


Confused by the planning system? Planning Aid may be able to help you:

Planning Aid provides free, independent and professional town planning advice and support to communities and individuals who cannot afford to pay planning consultant fees. It complements the work of local planning authorities, but is wholly independent of them. Planning Aid can help people to: understand and use the planning system; participate in preparing and responding to plans; and represent themselves at public inquiries.


Development Management: Submission Draft

This is the final draft of the Development Management document which we intend to submit to the Secretary of State for examination by an independent planning inspector. This document contains the policies which we will use in the future to determine all planning applications. The aim of this final consultation is to invite comments on whether the document is 'sound' and legally compliant. The consultation questions we will be asking are very specific ones, designed by the Planning Inspectorate. Guidance notes accompany the Development Management response forms to explain this further.

Further guidance on the examination of development plan documents can be found on the Planning Inspectorate's website. A statement of representation procedure (PDF 28Kb) sets out how the council is consulting on the Development Management document and how representations can be submitted.

Where possible, we would prefer you to submit your response using our online consultation system. This enables faster analysis of responses, reduces the time in data entry and is more environmentally friendly. Alternatively, copies of the response form are available from our offices at West Suffolk House, Western Way in Bury St Edmunds, or Lower Downs Slade in Haverhill, from local libraries in the borough or can be downloaded from our LDF response forms page.

A Sustainability Appraisal. and a Habitat Regulations Assessment Screening Report accompany the Development Management Submission document. These can be viewed, downloaded and commented on through our online consultation system. Response forms can also be downloaded from our LDF response forms page. Completed response forms may be emailed to LDF@stedsbc.gov.uk.

The Development Management DPD Statement of Engagement and Consultation (PDF 612Kb) sets out which bodies were consulted under regulations 25 (Issues and Options) and 26 (Preferred Options) of the 2004 and amended 2008 regulations; and how those bodies were invited to make such representations. It also includes a summary of the main issues raised by the representations; and how these main issues have been dealt with in the Development Management Submission document.

If you would like information on previous Development Management consultations the results of the Preferred Options stage and Issues and Options stage, which was incorporated as part of the Core Strategy, are available. 

Rural Site Allocations Preferred Options Document

The Rural Site Allocations document sets out the council's preferred options for site allocations in the six key service centres and the 12 local service centres identified in the Core Strategy Document. It reviews the existing Housing Settlement boundaries for all villages and also proposes to designate the general employment areas and operational use areas outside Bury St Edmunds and Haverhill. We are now seeking your views on whether you agree with our proposals.

As part of the Rural Site Allocations consultation document we are calling for people who may have land available for accommodating Gypsies, Travellers or Travelling Show people to submit sites to us for consideration as part of the site allocations process. The borough council is required to allocate sites for Gypsies, Travellers and Travelling Show people.

Proposals Map Book
  

The Proposals Map Book contains the new inset maps that are relevant to rural settlements, employment sites or areas of operational use. The inset maps show key information that relates to the specific areas that are identified and in some cases (if the village is a Key or Local Service Centre) proposed site allocations that will help deliver future development. The Proposals Map Book also contains a Proposal Map for the Borough as a whole (located at the start of the document) and identifies key information such as the protection of European Sites. European sites include Special Areas of Conservation (SAC) and Special Protection Areas (SPA).

Background studies and evidence base A substantial evidence base comprising of many studies of the borough, has been produced to inform the St Edmundsbury Local Development Framework.
