Any decision by the Cabinet, or a key decision taken by an officer with delegated authority from the Cabinet, may be ‘called in’ by at least five members of the council, or the leader of any political group on the council which has five or more members (with the support of three further members of that leader’s group). Call-in is used where members have evidence which suggests that a decision was not taken in accordance with the principles of good decision making set out in the constitution, and is only used in exceptional circumstances.
