Local Plan - Vision 2031

Publication of the Inspector's Report on the Examination into St Edmundsbury Vision 2031

Following the Vision 2031 Examination hearings held in January and February 2014, the Council received the Independent Inspector's report on 14 July 2014.

The report is also available to view at the Council Offices at West Suffolk House,Bury St Edmunds and Lower Downs Slade, Haverhill during normal opening hours.

The Inspector's recommended main modifications will be incorporated into the Vision 2031 Local Plans, and it is intended that the final versions will go before Full Council on the 23rd September 2014, subject to receiving approval from Cabinet earlier in the month.

If approved for adoption by Council, the Vision 2031 documents will become a key element of the development plan for the borough, and will supersede the remaining policies in the existing Replacement St Edmundsbury Borough Local Plan 2016.

Vision 2031 documents (Bury St Edmunds, Haverhill and Rural) were submitted to the Secretary of State for examination on 24 October 2013. For more information visit: Vision 2031 examination.

The Planning Inspectorate has appointed Roger Clews BA MSc DipEd DipTP MRTPI  as Independent Inspector on behalf of the Secretary of State to take charge of the examination of the St Edmundsbury Vision 2031 documents.


All contact with the Planning Inspector must be made through the Programme Officer.

All comments received on the final submission documents are now available to view on the online planning consultation system

Vision 2031 logos 200x150Vision 2031 is a comprehensive plan to guide the overall direction of how and where the borough will grow and change.

Vision 2031 is part of the council's Local Plan, which establishes where development will take place across the borough over the next 20 years. Once adopted the documents will be part of the statutory planning policy for the borough.

The three documents, Bury St Edmunds Vision 2031, Haverhill Vision 2031 and Rural Vision 2031, have been revised following a period of public consultation between March-April 2012.

These documents are available for viewing on the online planning consultation system  

Gypsy and Traveller Call for Sites

The council issued a call for any suitable, available and deliverable Gypsy and Traveller sites during the 2010 Rural Site Allocations document consultation. No suitable sites were identified through this process and hence no sites have been allocated in any of the Vision documents, due to the difficulties this would present in demonstrating the potential deliverability of sites.

A further call for suitable, available and deliverable site was issued during this final period of consultation on the Vision 2031 documents, to assess whether the situation has changed in the last two years.
